From now on we shall be using the main capacitor negative as the Ground for all the measurements of the voltages on the primary side of the power supply. usually there is a resistor in series with the base of the driver transistor..test the voltage on both sides of this resistor with the base of the driver transistor dis-connected from I suggest you do further test here…remove the regulator from the circuit…if the voltage increases maybe the regulator is shorted. the standby led glows.

I measured volt in regulator BA51W12S.I found that there is only 10Vin but other leads shows 0 volt measure except gnd pin.why?
